The Emergency Food and Shelter Program was created by Congress to help meet the needs of hungry and homeless people throughout the United States and its territories by allocating federal funds for the provision of food and shelter. The Emergency Food and Shelter program is a rapid response program, and the local board typically has 35-90 days from the time an award is announced at the National level to submit our local board plan. Application deadlines are firm.

The Jennings County Emergency Food & Shelter Local board (JCEFSP) will provide updates on this web page as more information becomes available. No award letters have been issued to LRO's for Phase 42 funding.

On January 27, 2025, as a result executive orders, a memorandum (since rescinded) to federal agencies required a temporary pause on federal financial assistance. The Emergency Food and Shelter Program (EFSP) National Board recognizes that the memorandum and the recent executive orders may have created a great amount of uncertainty and anxiety for participants in the program. The National Board is working closely with the Federal Emergency Management Agency (FEMA) to better understand and respond to the anticipated impact on the EFSP and the program participants.

Currently, we have still not recieved a formal award notification and the process has been paused locally until we are confident that the awards will be paid. Our local EFSP jurisdiction recieved a preliminary notice of Award Phase 42 funding, applications were accepted around the time the pause was issued nationally. Those applications were reviewed, but we have not acted on them locally.

  • Unique Entity ID (UEI) Entities can get their Unique Entity ID at SAM.gov. You will need to upload a UEI Form.
  • New Applicants If the entity hasn't applied for funds in this jurisdiction before request an LRO account on this form. (enter LRO ID as "pending" on the application)
  • Formal Appeals Process There is a formal process established by the local board to appeal funding decisions made by the local board. Appeals must be made in writing and directed to the Local Board within 10 days of the date of the award letter.
    Appeals will be heard by a meeting, or virtual meeting, of the local board where a quorum of voting members is present. You may use the Contact Us form to submit such an appeal.
