Phase 41 Information
Jennings County has been awarded $10,030 in Phase 41 Federal Emergency Food and Shelter Program (EFSP) funds through the Department of Homeland Security and Federal Emergency Management Agency, as appropriated by Congress through fiscal year 2023 funding. The funds are for the Jennings EFSP Board to supplement local food, shelter, rent/mortgage, and utility assistance programs. Eligible agencies provide proven services in these areas. News Release
LRO's are required to participate in LRO training available online. At least two representatives from each LRO must participate in the training each phase.
Unique Entity ID (UEI) Required- a Unique Entity ID is a 12-character alphanumeric ID assigned to an entity by SAM.gov
NOTE: The UEI is not a required field on our local application- if you are having trouble obtaining your number on sam.gov you can submit the application without the UEI and we can add it later.
Spending Period November 1, 2021 - 12-31-2022 (spending period may be ammended if the local board deems necessary)

Jennings County has been notified that it will be awarded a total of $10,030, for Phase 41
in federal Emergency Food and Shelter Program (EFSP) funds through the U.S. Department of Homeland Security, as appropriated by Congress through the Department of Homeland Security fiscal year, 2023 funding.
The National Board consists of the U. S. Department of Homeland Security's Federal Emergency Management Agency, American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA; The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. A Local Board comprised of representatives of these National Agencies is charged to distribute funds appropriated by Congress to help supplement food and shelter programs in high-need areas around the country. The Local Board will determine how the funds awarded to Jennings County are to be distributed among local qualifying agencies. The Jennings County Emergency Food & Shelter Program (EFSP) Board is encouraging local agencies that meet requirements to apply for the funds.
Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an adequate accounting system, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, have an active voluntary board of directors. Qualifying agencies are urged to apply.
Agencies interested in applying must participate a required LRO training available online. Application will be available on this website.
All agencies applying for EFSP funds must provide their Unique Entity ID and FEIN in their applications.

Any nonprofit, faith-based or local government agency that provides food and shelter services may apply for funds in all phases. Interested agencies must submit an application to the Local Board in the jurisdiction where they are providing services.
EFSP funds must be used to supplement food and shelter services and may not be used as seed money for new programs. The key responsibility of participating organizations is to provide assistance within the intent of the program. Agencies may receive funds to provide food, shelter and supportive services, including, but not limited to:
- Food services, such as congregate meals or groceries;
- Lodging in a mass shelter, or in a hotel/motel or other off-site shelter facility limited to 30-days assistance per individual or household;
- One month rent or mortgage assistance to prevent eviction or foreclosure;
- Utility assistance for one month of service for gas, electric and water service;
- Supplies, including but not limited to cleaning supplies, and small equipment essential to feed or shelter people, not exceeding $300 per item; and
- Administrative funding, if approved by the Local Board.
