in federal Emergency Food and Shelter Program (EFSP) funds through the U.S. Department of Homeland Security, as appropriated by Congress through FY2020 and American Rescue Plan Act (ARPA-R) funding.

The National Board consists of the U. S. Department of Homeland Security's Federal Emergency Management Agency, American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA; The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. A Local Board is charged to distribute funds appropriated by Congress to help supplement food and shelter programs in high-need areas around the country. More about the national program is available online at www.efsp.unitedway.org

The Local Board will determine how the funds awarded to Jennings County are to be distributed among local qualifying agencies. The Jennings County Emergency Food & Shelter Program (EFSP) Board is encouraging local agencies that meet requirements to apply for the funds.

Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an adequate accounting system, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, have an active voluntary board of directors. Qualifying agencies are urged to apply.

Agencies interested in applying must participate a required virtual training on January 19, 2022. Details will be posted on the Local EFSP Website efsp.jcunitedway.org

The program is administered by Jennings County United Way, 707 N State St., North Vernon IN 47265, 812.346.5257.

The deadline for applications to be received is firm. Late applications are not considered for funding. Nonprofit organizations or public agencies interested in applying for funds may submit questions or apply online now.

All agencies applying for EFSP funds must provide their DUNS number and FEIN in their applications. Any nonprofit, faith-based or local government agency that provides food and shelter services may apply for funds in all phases. Interested agencies must submit an application to the Local Board in the jurisdiction where they are providing services.

EFSP funds must be used to supplement food and shelter services and may not be used as seed money for new programs. Agencies may receive funds to provide food, shelter and supportive services, including, but not limited to:

  • Food services, such as congregate meals or groceries;
  • Lodging in a mass shelter, or in a hotel/motel or other off-site shelter facility limited to 30-days assistance per individual or household;

  • Utility assistance for one month of service for gas, electric and water service;
  • Supplies, including but not limited to cleaning supplies, and small equipment essential to feed or shelter people, not exceeding $300 per item; and
